Problems installing Freeside

I have followed the instructions to a T (as far as I know).  However, when
I visit where I have the htdocs copied to, and I try to login, it tells me
server error 500.  Here is from the Apache logs:

[Mon Apr  6 11:52:35 1998] access to /edit/cust_main.cgi failed for
zeus.swpc.net, reason: configuration error:  couldn't check user.  No user
file?

Any ideas?
