You'll note that `/usr/local/lib/perl5/site_perl' is not listed in the
error message below as part of @INC.

If you are not installing things from source (i.e., you're using FreeBSD
ports, or Debian packages, or RPMs), the onus is on you to verify the
packaging system isn't causing problems.

I suggest you follow the directions below to install the package from
source, and also report the problem with the port of Business::CreditCard
to the FreeBSD folks.
