[freeside] user probs

hi all
im stuck i have installed freeside on a debian box running the testing
kernel .
it is running apache with php and suexec.
masql and perl are installed i have used cpan to download all the perl
modules needed .
the page comes up fine but when i try to do anything it gives me this
messages
fatal: Can't get REMOTE_USER! for cgi CGI=HASH(0x80f1460) at
/usr/local/share/perl/5.6.0/FS/UID.pm line 189, <DATA> line 241.

here is what is in the apache error logs

also here is what i have in the apache configs under virtual hosts

help as i love the look of the program and would like to use it also im
using cistron for the radius server

also you are more than welcome to have a look as the box is only in testing
and is not doing and auth work at the momment
