[freeside] Freeside Billing problem

Sorry, sounds like you've got big problems if you are unable to install
CPAN modules and have them be located by Perl.  You might want to try
asking for help in a general Perl forum.  Once you are able to install
CPAN modules and have them be recognized by Perl, give Freeside a try
again.

(Typically perl modules are installed with "Makefile.PL; make install -
I'm not aware of any that have a "./configure" step.)
