can't configure after installation.

When I click on "Configuration" I get a server error. looking at the 
apache error logs, this is what I get:

i'm using
Redhat 9, Perl 8 (no threads), Apache::ASP,

The thing that sticks out in my mind it this:
can't open file 
/usr/local/etc/freeside/asp-global//.state/server/internal.lock: No such 
file or directory

Why is there two slashes and a dot after asp-global?

I'm not sure what I should do next.

Any suggestions?
