[freeside] Error: Illegal payment type. Signup Server.

I have found my mistake causing the "Error: Illegal payment type" 
problem. However I still don't have any packages available. I looked on 
the Demo site and in the main new customer screen it has packages 
available but my install doesn't. I figure this is obviously related to 
my issue?
