I see, the exact error message is at the end:

  DBD::Pg::st execute failed: ERROR:  column "oid" does not exist
  DBD::Pg::st execute failed: ERROR:  relation "cust_main_county" does not exist
  ERROR:  relation "cust_main_county" does not exist

The error results not from table creation, but from the attempt to 
insert data into the tables (and the subsequent attempt to retreive the 
primary key of a newly-inserted row).  I fixed this by using the Pg 
CURRVAL() function instead of DBD::Pg's "pg_oid_status" attribute.  
1.5.8 should work with Pg 8.1+ with OIDs turned off.
