[freeside-users] issue with db schema

Did anyone get a resolution to this problem? I am experiencing it as
well. I have followed the steps to the "T" from the online wiki. But
everytime I try to add a user using "freeside-adduser -g 1 username" I get :

Use of uninitialized value in hash element at
/usr/lib/perl5/site_perl/5.8.8/Locale/SubCountry.pm line 439, <DATA>
line 15048.
Use of uninitialized value in concatenation (.) or string at
/usr/lib/perl5/site_perl/5.8.8/FS/Schema.pm line 53.
can't load database schema from
/usr/local/etc/freeside//dbdef.DBI:Pg:dbname=freeside:

I am doing this as su freeside.

Apache 1.3.37
mod_perl 1-1.29
All perl modules are installed.
I am using HTML::Mason
Postgresql version 8.1.4-1.1
DBD::Pg 1.49
Freeside version 1.7.1
Location of conf is /usr/local/etc/freeside
Location of webpages /var/www/html/freeside
Both directories are owned by user freeside group freeside
