[freeside-users] Disabling New User button

Hi

I am using FREESIDE_1_7_BRANCH.

I want to give access to the backend to my customer care 
employees. I have created internal access group with the 
following rights;

View customer
Add customer note
Edit customer note
View customer packages
View customer services
Recharge customer service
View invoices
View customer batched payments
List customers


I want them not to be able to create new customer from the 
backend. All customers should be registered from signup 
page (selfservice).
When I login with the account from this access group, 
still I can create new customer even though "Add customer" 
right is not checked.

Please advice
