[freeside-users] Pkg Discount and Sales tax ONLY on PKG.

When turning up a new customer and assigning them a (Nth of month) package to them everything works as expected, we Prorate for two months, but basically credit a month (Promo) on their first bill so it's not hundreds of dollars. 
How should/could this be automated? 
Example: Customer signs up on October 19. They pay for October 19 -  Novermber 15 and November 16 - December 15.  A credit should also be applied for one Month.

Issue 2

We are including a router for Free, but we need to collect sales tax on what it SHOULD cost. Should I just create a PKG with the sales tax amount 1 time or is there a way to actually make it show up as a sales tax even though the item is being given to the customer free of charge.
